The First Five Minutes Are Worth the Next Five Hours

I have been actively involved in some way for most of my life in the process and practice of incident command. I began my career during the initial development of the incident command system (ICS) in our service. I became an early student of the concept that we could create a better system to more effectively command and control tactical operations. Once I got started, I never stopped. I have continued being involved in command system design, development, and refinement since the very beginning. I have done it for so long that now it would be difficult to stop, so I guess I will just keep going until I keel over.

I have been a subscriber to Fire Engineering for more than 60 years and have saved every copy (except for some issues I missed when my mother forgot to renew my subscription during my Army service during the Korean War). I have contributed some articles, which were published in past issues—the first in May 1948. I consider Fire Engineering to be the best of the fire service publications. Keep up the good work of this great magazine.

Things were simpler a long time ago. Only wood and other common combustibles burned. Buildings were generally built with real “dimension” lumber. Today, buildings are built differently. Some are so large and the air-handling systems so complicated that they are run by computer and have engineers on duty 24 hours a day to tend to them. Windows in most modern high-rise buildings cannot be opened so they do not overrun or contradict what the computer wants to do with the air. (Please indulge me on this very simplistic description.)

>> E-ONE announces its 2010 “Tell Us Your Story” contest, giving fire departments around the U.S. a chance to win a new Tradition ES commercial pumper, valued at $170,000. Fire departments must submit an essay that explains, in 500 words or less, why their department deserves to win the pumper. One entry is allowed per firehouse or department, with essay submissions due on March 8, 2010.

>> Los Angeles County (CA) Fire Department Chief P. MICHAEL FREEMAN announced his retirement effective March 2010, after almost 21 years of service. Freeman was hired by the board of supervisors in 1989 to serve as the department’s eighth fire chief. He is the second-longest serving chief since Spence Turner, who served for 27 years from 1925 to 1952. Freeman is credited with advancing many life safety and fire suppression services provided by the agency.
