Field transfers of drummed materials are one of the most common mitigating procedures used in hazardous-materials response. The transfers generally involve the use of pumps, hoses, and a subassembly that extends to the bottom of one container or both containers. This part of the transfer system is referred to in industry as a dip tube. Dip tubes, which are used daily in plants throughout the chemical industry, occasionally are referred to as stingers by cleanup contractors.

Fighting a fire aboard a ship is akin to lighting a fire in a high-rise building in the respect that a fire officer must utilize construction features and internal systems to locate, reach, confine, extinguish, and ventilate a Fire. Construction may have to be used to protect occupants in areas of refuge, as it is practically impossible to completely evacuate everyone in a short period of time.

At 1205 hours on Sunday, July 28. 1991. Station 25 of the Ventura County (CA) Fire Protection District received an alarm for a railroad right-ofway fire adjacent to Pacific Coast Highway, two miles south of the station, just north of the quiet seacoast community of Scacliff.
