Death from fire incidents in resident rehabilitation centers and group homes are becoming a common occurrence nowadays. The reaction of persons with developmental disabilities seems to play an important role in the safe evacuation of this type of occupancy. That's why the Rehabilitation (ReHab) Center of the Olean, NY, Fire Department wanted the residents to be prepared to react in the event of such an emergency.

Sometimes Minimum Safety Standards Aren’t Enough

"I don't think they have an awareness of what to do. They've been cared for all their lives. They look for someone to help them and there's no one there." These were the words of State Fire Marshal Joseph A. O'Keefe at the scene of a multiple life loss at a residential fire in Massachusetts last July. Most of us in the fire service would jump to the conclusion that such remarks would be made following a fire in which bodies of children who were left alone are removed from a burned-out structure.

The Oregon Supreme Court has abolished a rule that barred firefighters and police officers injured in the course of duty from collecting damages for negligence, according to an article in The National Law Journal. The court's unanimous decision makes Oregon the first state to abolish the rule, and could increase pressure to abandon it in other states.

Group homes repeat their tragic story

Shortly after 4 a.m. on July 4, 1984, an alarm was received by the Beverly, MA, Fire Department for a structural fire in a three-story balloon frame, stores/residence. The building, because of its construction and type of occupants, had been a major concern of fire officials for quite some time.
