  • ROBERT A. CREECY has been appointed the new chief of the Richmond (VA) Department of Fire and Emergency Services. Creecy has been serving as the interim fire chief since May 2005. After conducting a national search, city officials determined that the most qualified candidate was already in the position. Creecy was been with the department for almost 23 years and has served as a firefighter, an engine company lieutenant, a ladder company captain, a shift battalion chief, and commander of the fire training academy. As the chief, he assumes control of the 425-member department with a $35 million budget. In 2004, it responded to 28,746 requests for assistance.
  • Boynton Beach (FL) Fire Rescue Deputy Chief of Operations RAY CARTER received the designation of Executive Fire Officer (EFO) on completing the four-year program Executive Fire Officer program offered by the U.S. Fire Administration and the National Fire Academy. The required EFO curriculum includes courses in executive development, leading community risk reduction, executive analysis of fire service operations in emergency management and executive leadership, all in addition to a series of applied research projects. Carter joined the West Palm Fire Department in 1972, was named chief in 2001, and retired from the department in 2004. He then joined Boynton Beach Fire Rescue. Chief William L. Bingham earned his EFO designation in 1995 and has served in Boynton Beach since 1997.
  • DAVE WAUGH of the Fort Bragg (CA) Fire Department has been named the Northern California Volunteer Firefighter of the Year, an award sponsored by Pierce Manufacturing, Inc. and its authorized regional dealer, Golden State Fire Apparatus of Modesto. The award honors volunteer firefighters who serve departments and communities on their own time out of a personal sense of duty. A volunteer with the Fort Bragg department for three years, in the past year alone, Waugh has completed more than 640 hours of drills and training, an average of more than 12 hours per week annually.
