The U.S. Senate voted to confirm WALLACE ELMER STICKNEY as Director of the Federal Emergency Management Agency (FEMA). Stickney pledged that the issue of realigning the National Fire Academy with USFA would be at the top of his agenda once confirmed. A volunteer firefighter for eight years, Stickney also has much experience in state and local government.

CARL P. ANDERSON, who is studying for his master’s degree in fire protection engineering at Worcester Polytechnic Institute, has received this year’s Percy Bugbee Scholarship of $2,500. The award honors Bugbee, who was the NFPA’s first field engineer and who led the NFPA for 30 years. Anderson’s master thesis is titled “Applications of HAZARD 1 in Residential Loss Investigation.” When he completes his master’s, Anderson will work for the U.S. Army Corp of Engineers, where he will hold the rank of lieutenant.

KENNETH L. DURHAM has recently been named fire chief for the city of Sterling Heights, Michigan. The 41-year-old longtime resident of Sterling Heights has been a member of the fire department since 1971 and is credited for reducing hazardous conditions within buildings located in the city as well as creation of outstanding community relations programs.
