Insulation Safety Voted
President Carter has signed a bill, now Public Law 95-319, requiring the development of mandatory fire safety requirements for cellulose home insulation. The bill directs the Consumer Product Safety Commission adopt an interim consumer product safety standard for the flammability and corrosiveness of cellulose insulation within 60 days after the bill is signed by President Carter. Both houses passed the bill on June 29.
As a result of a conference report, the Senate agreed to the more restricted flammability provisions in the House bill. The final action requires cellulose insulation to be made in compliance with the 0-25 flame spread rating specified in the General Services Administration Standard HH-I-515C.
