Crosby Grindle

Crosby is the President of Cooperative Services, LLC and is on the Board of Directors for the Fire and Emergency Manufacturers and Services Association (FEMSA). He currently works with Sourcewell to lead their public safety cooperative procurement initiative. He also provides strategic development for National Cooperative Procurement Partners (NCPP), the professional association for cooperatives. Formerly, he served as the President of NPPGov and served on the Board of Directors for NCPP. He has held several leadership positions in public safety association management, including Director of Professional Development for the International Association of Fire Chiefs (IAFC). His local government career began in the fire service where he served as a fire department chief officer and project manager for city administration. Crosby received a Bachelor of Arts (BA) degree from the University of Virginia, a Master of Public Administration (MPA) degree from Virginia Tech and completed the four-year National Fire Academy Executive Fire Officer program.

Tammy serves as Executive Director of the National Cooperative Procurement Partners (NCPP), North America’s Association for educational content, legislative advocacy, and support for cooperative procurement. She also formerly served as Purchasing Agent for the City of San Diego, the 9th largest city in the nation and Emergency Logistics Chief during the 2007 Witch Creek Fires that raged for 17 days and destroyed over 2000 homes. Under her leadership, the City consolidated its warehouse operations, centralized all purchasing and contracting operations, and moved to a more customer focused approach. With past sales and marketing experience in the airline, retail, electrical utility, and wine industry, she has the unique perspective of working in three different worlds – corporate, government and entrepreneurial.

As Chief Operating Officer for Disaster Recovery Services, Kim has led her team to recover billions of dollars for public entities across the nation through insurance claims, FEMA’s Public Assistance program, and other federal and state funding programs, including CARES and ARPA. For over 20 years, Kim has focused on successfully positioning clients to be resilient, enabling them to recover better and faster following adverse events. This includes helping agencies learn how to prepare, respond, and recover. Kim and her team are focused on educating and empowering public entities with the knowledge needed to be confident and successful in their disaster preparation and recovery journeys. Kim is Vice Chair of NIGP’s National Business Council and has earned her NIGP Public Procurement Supplier Masters Designation.
