Warren Fuchs, a New York City Fire Department dispatcher for 20 years, received the FDNY Civilian Award for his “quick and determined action in fighting a house fire.”

Mr. Fuchs stretched a garden hose into a burning house, keeping the fire from spreading beyond the room of origin until the fire department arrived and extinguished the flames. He was previously recognized by FDNY on two occasions for successfully controlling occupied structure fires prior to the fire department’s arrival.

A senior dispatcher at the Brooklyn Command Office, Mr. Fuchs is also a professional photographer. Many of his photos have appeared in FIRE ENGINEERING over the last 10 years, as well as in other national and international trade publications. Mr. Fuchs is the author/photographer of WHERE’S THE FIRE, a recently published book containing facts and photos of past fires and emergency incidents in New York City.

Caesar A. Roy, a former New York regional director of the Food and Drug Administration, has assumed the position of deputy associate director for training and fire programs for the Federal Emergency Management Agency. He will assist the associate director in administering the agency’s training and fire programs, including operations at the National Emergency Training Center.

Mr. Roy graduated from Prairie View A&M College in Texas, and is a member of the Senior Executive Association, the National Urban League, the National Association of Food and Drug Officials, the NAACP, and the National Organization of Black Chemists and Chemical Engineers.

E. James Monihan, chairman of the National Volunteer Fire Council (NVFC), and John S. Olivari, president of the Fireman’s Association of the State of New York and a member of the NVFC board of directors, received meritorious service awards from the Federation of World Volunteer Firefighters Association (FWVFA) for their contribution to the development of the volunteer fire service and for their role in hosting the FWVFA conference last September.
