Fire Academy Selects Outstanding Research Award Winners

Emmitsburg, MD. – The U.S. Fire Administration (USFA) has awarded four fire service executives the National Fire Academy’s (NFA) Outstanding Research Award. The four honorees were selected from all of the academy’s Executive Fire Officer Program (EFOP) applied research papers submitted in 2002. Awarded annually, the NFA Outstanding Research Award recognizes excellent applied research projects completed by EFOP students.

“These four individuals were selected from a field of over 800 current Executive Fire Officer Program participants who submitted research projects during 2002. These four research papers are literally the best of the best,” said USFA Administrator R. David Paulison. “This Nation is being made safer through the contributions of these individuals, EFOP graduates, and all fire service personnel currently enrolled in the EFOP.”

The 2002 Outstanding Research Award recipients are:

Cecil V. Martinette Jr., Fire Chief, Lynchburg Fire and EMS Department, Lynchburg, Virginia
Paper: Learning Organizations and Leadership Style
Course: Executive Leadership;

Vincent J. Werner, Battalion Chief, Garland Fire Department, Garland, Texas
Paper: Evaluation Compliance with NFPA 1710
Course: Executive Planning.

The Executive Fire Officer Program is designed to provide senior fire officers with a broad perspective on leadership facets of fire administration. Over a 4-year period, the students continue their professional development in four courses at the academy. In addition to the course work, program participants are required to complete an applied research projects within their organizations.
