At the Annual Meeting of the National Association of State Emergency Medical Services Directors this past fall, members present elected BOB W. BAILEY (North Carolina) to the position of president; DAN MANZ (Vermont), to the position of presidentelect; LESLEE STEIN-SPENCER (Illinois), secretary and MICHAEL WILLIAMS (Florida), treasurer. In addition, members were elected to serve as regional representatives and alternate regional representatives.

The Board of Fire Commissioners Executive Committee of the Southern Manatee (FL) Fire and Rescue District unanimously appointed DAVID R. MENG, a 17-year member of the fire service, to the position of fire chief, effective October 22. 1992. Meng joined the Southern Manatee district in 198″. He received his MBA from the University of South Florida

Metro-Dade (FL) Fire Department Captain Carlos Castillo has been selected as Florida’s 1992 Firefighter of the Year. Castillo was honored in December at the Florida Fire Marshals’ 43rd Annual Fire Prevention Conference at the Omni International Hotel in Miami. Castillo’s award is in recognition of his coordinating scarch-and-rescue procedures following Hurricane Andrew, and of his work in advancing his department’s involvement in disaster preparedness and response on local, regional, and national levels. Castillo is an 11-year department veteran.

Orlando (FL) Mayor Glenda Hood has named Deputy Chief ROBERT A. BOWMAN to head the City of Orlando Fire Department. Bowman replaces CHARLES LEWIS, who retired with more than 25 years of service, including three years as fire chief. Bowman joined the Orlando Fire Department in 1971. moved through the ranks, and was named deputy chief of the Administrative Services Bureau in 1989. He took over the Field Operations Bureau in 1991. Prior to coming to Orlando, Bowman served in the Prince George’s County (MD) Volunteer Fire Department and the Silver Springs. Montgomery County (MD) Fire Department.

ROBERT BARRACLOUGH, president of the Fire Apparatus Manufacturers’ Association, has announced that FAMA has provided funds to the University of Maryland and Oklahoma State University to use for $1,000 financial aid scholarships for students enrolled in the universities’ fire protection programs.
