  • LOUIS A. ELISA has been named head of the Federal Emergency Management Agency’s (FEMA’s) regional operations in Boston, Massachusetts. In his new position, Elisa will be in charge of a variety of federal emergency preparedness, mitigation, and disaster recovery programs for Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont. Elisa previously served in the Massachusetts Executive Office of Environmental Affairs.
  • The National Fire Protection Association has announced that STEPHEN N. FOLEY has been named senior fire service specialist for the organization. Formerly the chief of the Longmeadow (MA) Fire Department, Foley will serve as the executive secretary of the fire service member section of the NFPA and as staff liaison to several NFPA technical committees involved in the development of fireservice-related codes and standards.
  • SHIRLEY MATTINGLY, former emergency management director for the City of Los Angeles, California, has been named director of FEMA’s regional office in San Francisco, California. Before coming to FEMA, Mattingly spent more than 25 years with the Los Angeles City Government. Most recently she was involved in response and recovery operations for the 1992 Los Angeles riots, 1993 southern California wildfires, and 1994 Northridge earthquake.
  • WILLIAM T. ENGLE JR. has been named director of the University of Florida’s Center for Training, Research, and Education for Environmental Occupations. An environmental consultant and teacher since 1969, Engel also has served as director of the South Carolina Environmental Training Center, located at Central Carolina Technical College in Sumter.
  • JOHN F. “JEFF” FLIPPO, an 18-year employee of the Loudoun County (VA) Department of Fire and Rescue, has been named chief of the fire marshal’s division. A 25-year veteran of the fire/rescue service, Flippo had been employed in the fire marshal’s division since January 1976 and had served as acting chief fire marshal since July 1992.
  • MICHAEL MINIERI, fire council coordinator for the National Burglar & Fire Alarm Association (NBFAA), will represent the NBFAA at the NFPA and the National Association of State Fire Marshals (NASFM). As of March, the NBFAA has gained representation at both these organizations. Minieri will serve as advocate advisor to the NASFM’s Board of Directors.
