FCC approves 311 national nonemergency number

The Federal Communications Commission (FCC) has approved the national three-digit number 311 for quickly accessing nonemergency police and other government agencies. The objective of the action is to divert less urgent calls from 911 operators.

The move to 311 is not mandatory. Yet, notes the Congressional Fire Services Institute (CFSI), “It does raise a great concern with members of the fire service. Many are concerned about the ability to educate citizens on the use of 311 versus 911.” James Hobson, National Emergency Numbers Association counsel, expresses the hope that “any true emergency calls will not be delayed by going from 311 to 911.”

The seven major fire service organizations had opposed any changes to the 911 system. “It is disturbing to see the FCC take this action because the problem lies not with the system, but with the public,” says CFSI Executive Director Bill Webb. “We need to spend more time educating people not to abuse the 911 system. Another three-digit number will only lead to more confusion and greater probability for danger by delaying the need for emergency response.” Fire service organizations had proposed that a national seven-digit number be established as an alternative to the new three-digit number.

Jurisdictions that currently use 311 will be allowed to keep that number until the local government in that area is prepared to activate a nonemergency 311 service. At that time, the entity will have to relinquish its 311 number.

The FCC has also made available 711 for quick access to Telecommunications Relay Services (TRS), a service that allows persons with hearing or speech disabilities to use the telephone. In addition, providers of telephone exchange services must allow their customers to call 611 and 811 to reach repair and business service offices.
