LEPC Community Outreach Kit promotes community safety

A campaign to promote emergency preparedness and assist a Local Emergency Planning Committee (LEPC) in developing a comprehensive community outreach program has as its core the LEPC Community Outreach Kit. Created to help LEPCs to meet community-education responsibilities as mandated in the Emergency Planning Community Right to Know Act of 1986, the kit was developed with the input of 10 Texas LEPCs. It contains camera-ready art that can be used to create personalized letterheads, envelopes, print ads, billboards, and so on; a license agreement that grants the LEPC the legal right to use the graphics within its jurisdiction; and a printed guide for implementing a comprehensive community outreach program.

According to Anderson Communications Inc. in Houston, Texas, which offers the kit, dozens of LEPCs across the country are using the copyrighted LEPC graphic and the slogan “Safety in Knowledge” to acquaint the public with their committee and to disseminate their messages on safety, dealing with chemical and other emergencies and natural disasters.

Among the LEPCs participating in the campaign are the following:

Berks County, Pennsylvania: The LEPC has a home page (http://berks.net/ LEPC) on the Internet featuring the LEPC logo and information about the committee, its membership, and state and federal reporting requirements.

Maricopa County, Arizona: Informational flyers featuring the LEPC logo are sent to the approximately 1,800 facilities that store or use hazardous materials.

Fort Bend County, Texas: A brochure bearing the logo is being distributed to the public to make them aware of what they should do if an emergency involving a chemical-carrying truck or railcar should occur.

The outreach program, Anderson adds, is being used in Arizona, Arkansas, Delaware, Georgia, Maryland, Michigan, New Jersey, North Carolina, Oklahoma, Pennsylvania, and Texas and is being considered for use in an additional 17 states.
