Raymond E. OrozcoLouis T. Galante

RAYMOND E. OROZCO, the Chicago Fire Department’s new commissioner, is a 30-year veteran of the department. He was previously deputy fire commissioner of the Bureau of Support Services, assistant deputy fire commissioner, district chief, executive assistant to the fire commissioner, deputy district chief, and battalion chief. Orozco, who was appointed April 24, 1989, replaces LOUIS T. GALANTE. who retired.

Commissioner Orozco has served as chairman of the department’s affirmative action committee and has assisted in the formulation and implementation of the “Quick Water Program” and the “Ambulance Assistance Program.” He received an associate of arts degree/fire science from Daley College and a certificate from the Intergovernmental Executive Development Program from City Colleges of Chicago.

CHASE N. SARGENT has been appointed chairman of the State Emergency Medical Services Liaison Committee by Congressman Curt Weldon, honorary chairman of the Congressional Fire Services Institute, effective June 14, 1989. Sargent is currently fire captain/paramedic for the city of Virginia Beach and has been in the emergency service field for more than 13 years.

As chairman of the volunteer-based field committee, Sargent will set up a network of EMS contacts throughout the U.S. to better disseminate information pertaining to the field. A similar committee exists for the fire service. Sargent’s committee will advise the Institute on emergency services issues.

BARBARA A. SMITH has been appointed director of the Senator Frederick L. Warder Academy of Fire Science in Montour Falls, N.Y., in charge of on-site operations.

Formerly the academy’s deputy supervisor for administration, Smith is also a member of the International Association of Arson Investigators, Chapter #23, New York State, in which she was treasurer from April 1986-November 1987; the National Association of Fire Investigators; and the International Association of Fire Service Instructors.

Smith replaces Donald R. Dymes, who retired last July after holding the position for 12 years.

JULIUS W. BECTON JR., director of the Federal Emergency Management Agency since October 1985, left the post on June 23, 1989 to become senior vice-president for operations for American Coastal Industries, Inc. in Arlington, Virginia. The company specializes in engineering design, assembly, manufacture, installation, and testing of logistics and electronics products and systems.

Becton’s 44 years of federal service include 39 years in the Army, during which he held positions from private to lieutenant general, as well as almost two years as director of the Office of Foreign Disaster Assistance, Agency for International Development. During his tenure at the FEMA, he supervised responses to 73 U.S. disasters and emergencies, on which the government spent more than $1.5 billion to aid victims.

Six senior fire officials were awarded fellowships to attend Harvard University’s annual program for senior executives in state and local governments this summer. The 19-day program was sponsored by the Federal Emergency Management Agency’s U.S. Fire Administration and the National Fire Academy.

Harvard’s John F. Kennedy School of Government’s admissions committee awarded the fellowships based on recommendations from a nominating panel that included representatives from FEMA, fire service officials, and former program participants. Those fire officials selected were joined by other state and local government leaders across the country.

The fire service participants were: KENNETH CRAMER, fire administrator, Pinnelas Park Fire Department, Florida; LARRY D. DONNER, chief, Iowa City Fire Department, Iowa; LUTHER L FINCHER JR., chief, charlotte Fire Department, North Carolina; KENNETH L. HOBBS, chief, Lenexa Fire Department, Kansas; JOHN J. O’HAYRE JR., chief, West Adams County Fire Protection District, Northglenn, Colorado; and PAUL WHITE, chief, San Angelo Fire Department, Texas.

The National Fire Protection Association recently elected officers and members to its board of directors at its annual meeting in Washington, D C. in May. New members are: MURRAY A. CAPPERS, director of loss prevention, Allied-Signal, Inc., Morristown, New Jersey; FRANK C. HILL. senior vice-president, Culligan Fireprotection, Inc., Indianapolis, Indiana; NANCY J. TRENCH, manager, fire service training, Oklahoma State University, Oklahoma; and DONALD O. MANNING, chief engineer and general manager, Los Angeles City Fire Department, California.

Reelected officers are: ALAN V. BRUNACINI, chief, Phoenix Fire Department, Arizona, chairman; WARREN E. JACKSON, consultant, Glastonbury, Connecticut, first vice chairman; JOHN P. SWOPE, M.D., Derwood, Maryland, second vice chairman; THOMAS G. BELL, PH.D., consultant, Kensington, Maryland, treasurer; JOHN A. LOVE, president, Factory Mutual Engineering Corp., Norwood, Massachusetts, assistant treasurer; and FRANK J.
